University of Cambridge chip moves data in 3D

Chips that have 3D elements to them are very much real. Moving data in 3D hasn't been truly viable until now, however, which makes an experimental chip from the University of Cambridge that much more special. By sandwiching a layer of ruthenium atoms between cobalt and platinum, researchers found that they can move data up and down an otherwise silicon-based design through spintronics; the magnetic field manipulation sends information across the ruthenium to its destination. The layering is precise enough to create a "staircase" that moves data one step at a time. There's no word on if and when the technique might be applied to real-world circuitry, but the advantages in density are almost self-evident: the university suggests higher-capacity storage, while processors could also be stacked vertically instead of consuming an ever larger 2D footprint. As long as the 3D chip technology escapes the lab, computing power could take a big step forward. Or rather, upward.

(AP) ? Male Marines listed being falsely accused of sexual harassment or assault as a top concern in a survey about moving women into combat jobs, and thousands indicated the change could prompt them to leave the service altogether.

The anonymous online questionnaire by the Marine Corps surveyed 53,000 troops last summer, with the results provided to Defense Secretary Leon Panetta before he opened thousands of combat positions to women last week.

The Marine Corps released the results to The Associated Press on Friday.

Among the other top concerns listed by male Marines were possible fraternization and preferential treatment of some Marines.

Respondents also worried that women would be limited because of pregnancy or personal issues that could affect a unit before it's sent to the battlefield.

Military experts said the results were not surprising because the Marines have the highest percentage of males among the branches of the armed forces.

Former Marine infantry officer Greg Jacob of the Service Women's Action Network said the Pentagon's estimate that 86 percent of assault victims opt against filing complaints "suggests that there's hardly an overabundance of reports, false or otherwise."

Some, however, said the survey shows the need for sensitivity training and guidance from leadership so the change goes smoothly, as occurred when the military ended its policy that barred openly gay troops.

"I think there is this sense among what I would imagine is a very small minority of Marines that this male bastion is under siege and this is one more example of political correctness," said David J. R. Frakt, a military law expert and lieutenant colonel in the Air Force reserves.

Just as the Marine Corps adjusted to the end of "don't ask, don't tell," despite being the most resistant among the military branches, troops will likely fall in line again with this latest historical milestone, said Frakt, a visiting professor at the University of Pittsburgh.

Marine Corps officials did not respond to a request for comment on the survey results.

About 17 percent of male Marine respondents and 4 percent of female respondents who planned to stay in the service or were undecided said they would likely leave if women move into combat positions. That number jumped to 22 percent for male Marines and 17 percent for female Marines if women are assigned involuntarily to those jobs, according to the survey.

Both sexes mentioned intimate relationships between Marines and feeling obligated to protect female Marines among their top five concerns about the change.

Female Marines also said they worried about being targeted by enemies as POWs, the risk of sexual harassment or assault, and hygiene facilities, according to the survey, which did not give specifics.

The women surveyed also expressed concern about acceptance and physical abilities if given a ground combat job.

About 31 percent of female respondents ? or 1,558 women Marines ? say they would be interested in a lateral move to a combat position as their primary job, and 34 percent ? or 1,636 ? said they would volunteer for a ground combat unit assignment.

Elaine Donnelly of the conservative Center for Military Readiness and a vocal critic of the change said the survey asked the wrong questions and should have been asking if troops favor it and whether it will make a more effective force.

The questionnaire also relied on the "mistaken belief" that training standards will remain the same, which Donnelly said is not realistic given the differing physical abilities between the genders.

She said the Pentagon is bent on imposing gender-based quotas that will drive down standards. Defense leaders say standards will not be lowered.

"The results that are being put out there are designed to manage public perception," she said. "There is a lot about this that still needs to be discussed and it's really not fair to the women who serve out there."

The infantry side is skeptical about how women will perform in their units, and some positions may end up closed again if too few females meet the physically demanding standards of combat, said Gen. James Amos, head of the Marine Corps, who spoke to reporters Thursday at a defense conference in San Diego.

"I think from the infantry side of the house, you know they're more skeptical," Amos said. "It's been an all-male organization throughout the history of the U.S. Marine Corps so I don't think that should be any surprise."

Most Marines support the policy change, Amos said.

It will be up to the military service chiefs to recommend and defend whether women should be excluded from any of those more demanding and deadly positions, such as Navy commandos or the Army's Delta Force.

Over the past decade, many male service members already have been fighting alongside women in Iraq and Afghanistan. Women who serve in supply units, as clerks and with military police have ended up on the unmarked front lines of modern warfare.

More than 150 women have been killed in wars in Iraq and Afghanistan while serving in support roles.

About 7 percent of Marines are female compared to about 14 percent overall for the armed forces.

Both sexes surveyed said getting women closer to the action will improve their career opportunities.

House Immigration Reform Measure Mulled By Bipartisan Group Of Lawmakers

WASHINGTON, Jan 31 (Reuters) - A bipartisan group in the U.S. House of Representatives is attempting to craft a bill that would give millions of undocumented immigrants a way to become citizens, House aides said on Thursday, mirroring an effort in the Senate.
One of the aides said the House legislation would be tougher in some ways than the plan put forward on Monday by four Democrats and four Republicans in the U.S. Senate.
The Senate proposal, which has not yet been put into legislative form, would require undocumented immigrants to undergo background checks and pay back taxes and penalties before obtaining temporary legal status in the United States.
The House aide, who requested anonymity, said the House proposal was "tougher in terms of the application process," but would not go into detail.
The House group includes Republicans Mario Diaz-Balart of Florida, John Carter of Texas and Raul Labrador of Idaho, and Democrats Luis Gutierrez of Illinois and Zoe Lofgren from California. The latter is the top Democrat on a House Judiciary subcommittee overseeing immigration.
Another congressional aide said the House legislation was 90 percent complete and included a similar provision to the Senate plan that would make it harder for employers to knowingly hire undocumented immigrants.
"We are in touch with our counterparts in the House," New York Democratic Senator Charles Schumer, one of the "Gang of 8" senators who released the Senate proposal on Monday, told a news conference.
"We believe that they're moving along on a set of principles that will be fairly similar to ours, not completely the same."
Any major changes to the immigration law must win support in the Republican-controlled House, where conservatives have in the past rejected what they consider would be an amnesty for those who entered the country illegally.
The fact that the bipartisan group of House lawmakers is likely to include a "path to citizenship" in its proposal is no guarantee that the idea will overcome expected opposition from conservatives, but it could help because it shows some House Republicans are on board.
However, it was unclear on Thursday whether Labrador, one of the House group's newest members, would sign off on the path to citizenship.
"I don't think there should be a new path to citizenship for the adults," Labrador told Reuters. "I Believe that in the House it will be very difficult to pass any bill that has a pathway to citizenship," he said.
Labrador has proposed a program that would allow undocumented immigrants who have jobs to apply for temporary but renewable work visas.
The House group, with a membership that has varied, has been meeting privately for about four years. Lawmakers were ready to unveil their immigration legislation in 2012, but shelved the bill because they knew it would not go anywhere in an election year.

Burke sues Chronicle, NCN over identity theft story : Kaieteur News

President of the Caribbean Guyana Institute for Democracy (CGID) Rickford Burke is seeking a whopping $20M apiece from the state-owned Guyana Chronicle and the National Communications Network (NCN) over stories accusing him of identity theft in the United States.

He has also slapped the PPP website Newguymedia.com with a defamation lawsuit.
Burke is being represented by Attorney-at-Law Nigel Hughes who is also demanding that the state-owned entities issue apologies to his client.
The alleged defamatory article was aired on January 30 on NCN and published in yesterday?s edition of the Guyana Chronicle.
?We have been consulted by Mr. Rickford Burke in relation to an article entitled ?APNU official Rickford Burke charged for identity theft in New York,? Mr. Hughes said in letters issued to the two entities.
?The direct references to our client coupled with the allegation of a charge of a serious criminal nature are untrue and amount to a very serious libel. All the allegations are untrue. We have to request you to submit to us a draft of a very clear and unqualified apology and retraction for publication in an equally conspicuous position in the next edition of the Guyana Chronicle,? Hughes added in reference to the Chronicle publication.
?Further, having regard to our client?s position as a businessman, a social and political activist, the gravity of the allegation made and your paper?s wide circulation, our client is clearly entitled to substantial damages as well as an apology.
?We are instructed to demand, as we hereby do the sum of $20,000,000.00 (twenty million dollars)
as damages for the aforementioned libel. Failing a response within forty eight hours our instructions are to issue a writ. In the meantime our client reserves all his rights.?
The legal action stems from the publication of what Burke said were false and slanderous allegations that he was arrested in New York for identity theft, when he was in fact the victim of identity theft.
In a statement yesterday, the Institute?s Director of Commutations Jevon Suralie described the articles as ?fabricated sleaze? and said the Guyana Chronicle and NCN TV were ?utensils of filth and racist PPP propaganda.?
Pointing to false and malicious comments from President Donald Ramotar?s communications officer, Kwame Mc Coy, Suralie accused Guyana?s Office of the President of peddling smear.
?It is also inconceivable that President Donald Ramotar would allow his office to operate as a cesspool for slander.?
Burke stated that he had a recent encounter with NYPD officers which resulted in the issuance of a traffic violation summons for ?unlicensed driver.?
?My vehicle was properly registered and licensed. My driver?s?license?had multiple suspensions due to other person/s driving in my name and?accumulating?various violations under my name?unbeknownst?to me, hence the summons,? Burke added.
According to the CGID President, an Internal Affairs investigation had ensued as Burke was exiting his parked car and not driving at the time.? The incident led to the discovery that someone or persons have been driving under his name and that he was the victim of identity theft. The perpetrators accumulated multiple unpaid summonses, duplicate DMV records and SCOFFS laws violations and judgments under Burke?s name, resulting in multiple license suspensions. They also opened an HSBC Bank credit card account. Police and DMV officials are investigating.
A copy of the summons has been released.
The Guyana Chronicle, NCN TV and Newguymedia on Wednesday alleged Burke was arrested for identity theft in the purchase of a motor vehicle.
?To lend credibility to this falsity, they hacked into his Facebook page and downloaded and published a photograph of him standing next to a vehicle he previously owned but traded in two years ago,? Suralie said.
Brooklyn Attorney Donnell Suares has written to owner and publisher of Newguymedia, Clinton Dubissette of 3123 Beverly Road Brooklyn, New York, demanding an immediate retraction. Attorney Nigel Hughes has demanded retractions from the Guyana Chronicle and NCN TV.
?Rickford Burke is the victim of identity theft. DMV officials are working to sanitize his driving record. It is inconceivable that the ruling party in Guyana and its supporters in Queens can, out of desperation, turn these facts on their head and fabricate and publish such evil lies with intent to smear and defame. No nefarious acts will deter Mr. Burke or CGID from speaking out against racism and corruption in Guyana,? Suralie contended.

Oil Detection Methods Miss Important Class of Chemicals

They imply that some of these can kill fish embryos in closed bays and estuaries.

Really? How do they know it wasn't just raw sewage, or industrial chemicals if they didn't even identify the chemical, or even prove it came from the oil spill?

However, it appears their real complaint is this:

Reddy says overlooking these chemicals could hinder spill research in several ways, including thwarting scientists? attempts to account for what happens to oil after a spill. After the Deepwater Horizon spill, government and academic groups could only explain the fate of about 75% of the oil released into the Gulf of Mexico. The oxidized compounds could be a portion of this ?missing? oil, Reddy says.

Its not that the oil is "missed", its just that the oil once degraded to the point that it is not oil anymore is hard for them to measure with current methods, so they can't figure out where it went.
