Fujitsu Implements Joint Disaster Response Drills Throughout Japan

Tokyo, August 30, 2012???Fujitsu today announced that it will implement Group-wide disaster response drills in Japan on August 31, 2012. Disaster prevention drills are held annually on Disaster Preparedness Day, September 1st, or the nearest weekday in Japan. This year will mark the eighteenth time that disaster prevention drills have been carried out.
This time Fujitsu will work with the Miyazaki prefectural government, a Fujitsu customer, in executing disaster response drills, such as restoring network systems. Furthermore, in addition to having Shimane Fujitsu, which is Fujitsu's primary manufacturer of notebook PCs, carry out drills to ensure continued operations during times of disaster, Fujitsu Group offices across Japan will perform initial response drills, such as confirming the safety of employees as well as evaluating damage to office buildings and equipment following a disaster.
By enacting these drills, Fujitsu will establish a system to ensure its ability to quickly respond to natural disasters, while also promoting stronger business continuity capabilities.
Overview of the Drills
1. Practicing recovery support for customer systems
Together with Miyazaki Prefecture, Fujitsu will perform recovery support drills based on a situation in which the Sea of Hyuga, which is adjacent to Miyazaki, is the epicenter of a large-scale earthquake that causes service interruptions in the office networks that play a central role in disaster response measures for the prefecture. This drill will be carried out based on a disaster arrangement that was agreed upon by Fujitsu and Miyazaki Prefecture in January of this year. Under this arrangement, Fujitsu will provide Miyazaki with engineers for emergency dispatch during times of disaster, lend out computers, and will also arrange emergency transportation for networking equipment service parts. Emergency delivery for essential service parts will utilize swift transportation, such as helicopters, to ensure delivery from the Hiroshima Parts Center to Miyazaki Prefecture.
2. Initial response drills for business continuity in production facilities
At Shimane Fujitsu, drills based on a business continuity plan and a disaster response plan will be implemented to evacuate all employees at once from within plants affected by a disaster. At the same time, designated staff members will gather in a predetermined disaster response headquarters installed within the facility.
Afterwards, the designated staff members will perform drills to rapidly establish a business continuity management system by evaluating the extent of damage incurred by the disaster, such as to facilities and equipment, and also by ensuring the safety of other employees.
3. Using video streaming at Group offices across Japan for initial response simulation drills
Based on its review of the company's response to the Great East Japan Earthquake, particularly the realization of the importance of actions in the immediate aftermath of a catastrophe, Fujitsu devised a new detailed disaster response plan. In order to further improve emergency response capabilities, these drills use video streaming technology over in-house networks to verify the roles and procedures of the response headquarters immediately following a disaster.
On the day the drills are to be carried out, various hypothetical disaster scenarios will be distributed simultaneously to each Fujitsu Group office across Japan. The disaster response headquarters for each office will then confirm the safety of employees, as well as evaluate damage to office buildings and equipment. They will also perform initial response simulation drills, such as identifying dangerous areas and performing first aid.
Fujitsu Group Initiatives in Disaster Prevention Drills
This marks the eighteenth time in which the disaster prevention drills will be executed since being initiated in 1995. As of 2008, Fujitsu has employed the expertise of the Fujitsu Research Institute, which has a record of providing consulting services for business continuity management to the Fujitsu Group and outside customers. Fujitsu Research Institute has been implementing disaster prevention drills designed to continuously improve the disaster response capabilities of the Fujitsu Group as well as Fujitsu's ability to rapidly recover support to customers. As a part of a campaign to help customers understand the importance of disaster preparedness, Fujitsu Limited, in conjunction with Fujitsu FSAS and 75 maintenance partner companies, will visit approximately 5,000 customer companies to explain the Fujitsu Group's support activities and organizational structure in the event of a disaster. Customers will be provided with materials that introduce the disaster prevention initiatives of Fujitsu Limited and Fujitsu FSAS, and evaluate customer systems on disaster-preparedness.

Fed survey finds moderate US growth during summer
WASHINGTON (AP) ? The U.S. economy grew moderately in July and early August, and hiring was more robust than in the previous six-week period, the Federal Reserve said Wednesday.
The Fed report on business conditions said nine of its 12 districts reported growth that was "modest" or "moderate." That's roughly in line with the conditions described in the previous report.
Strength in auto sales, tourism and home sales in July and early August offset weakness in manufacturing.
The report comes two days before Fed Chairman Ben Bernanke will address an annual conference of economists in Jackson Hole, Wyo. Investors will be listening for any signals about whether the Fed might take action at its next policy meeting Sept. 12-13 to stimulate the economy.
Michael Gapin, an economist at Barclays, said he viewed the latest Fed survey of business conditions as slightly more positive than the July report. But he said companies continue to worry about threats, including economic weakness in Europe.
Analysts said nothing in the report would discourage the Fed from helping the economy, if its policymakers saw the need for it.
"As long as activity grows at a rate that fails to bring down the unemployment rate, Fed action remains on the table," said Paul Edelstein, director of financial economics at HIS Global Insight.
The economy is still struggling to gain traction more than three years after the end of the Great Recession in June 2009. The Fed report said that six of its districts reported weaker demand in manufacturing. And it highlighted concerns about a severe drought affecting cotton, soybean and corn crops in its Chicago, St. Louis and Kansas City districts.
The report, known as the Beige Book, is released eight times a year. It's based on information that the Fed's 12 regional banks gather from business contacts around the country.
At its last policy meeting on July 31-Aug. 1, the Fed took no action. But the minutes from that meeting signaled that Fed officials might act as soon as September, possibly by launching a fresh round of bond buying. The goal of the bond purchases would be to lower long-term interest rates to encourage more borrowing and spending.
The minutes showed that Fed officials spoke with increased urgency about the need to provide more help for the U.S. economy. Many officials felt further support would be needed "fairly soon" unless the economy improved significantly.
The Fed has already sought to drive down long-term rates by buying more than $2 trillion in Treasury bonds and mortgage-backed securities in two previous rounds of bond purchases. These purchases are known as "quantitative easing."

Israel court says US activist not unlawfully killed

HAIFA, Israel -- An Israeli court rejected on Tuesday accusations that Israel was at fault over the death of American activist Rachel Corrie, who was crushed by an army bulldozer during a 2003 pro-Palestinian demonstration in Gaza.
Corrie's family had accused Israel of intentionally and unlawfully killing their 23-year-old daughter, launching a civil case in the northern Israeli city of Haifa after a military investigation had cleared the army of wrongdoing.
In a ruling read out to the court, judge Oded Gershon called Corrie's death a "regrettable accident," but said the state was not responsible because the incident had occurred during what he termed a war-time situation.
At the time of her death, during a Palestinian uprising, Corrie was protesting against Israel's demolition of Palestinian homes in Rafah in the southern Gaza Strip.
"I reject the suit," the judge said. "There is no justification to demand the state pay any damages."
He added that the soldiers had done their utmost to keep people away from the site. "She (Corrie) did not distance herself from the area, as any thinking person would have done."

Mom: 'I am hurt'
Corrie's death made her a symbol of the uprising, and while her family battled through the courts to establish who was responsible for her killing, her story was dramatized on stage in a dozen countries and told in the book "Let Me Stand Alone."
"I am hurt," Corrie's mother, Cindy, told reporters after the verdict was read.
Corrie's mother Cindy told a news conference after the court's decision that the bulldozer personnel had the "ability" and also an "obligation" to have seen that her daughter was in its path.

She said she hoped the lawsuit would help change Israel's policies regarding the demolition of Palestinian houses.
Cindy Corrie said that previously a senior Israeli soldier had said there were "no civilians in war."
"Rachel was in Gaza because there were and are civilians there, those who have rights and deserve protection," she added. "Rachel's right to life and dignity were violated by the actions of the Israeli military."
She said her daughter was a "rich thinker and a beautiful person" from "Olympia, Washington, USA," her voice breaking as she spoke.
The family's attorney, Hussein Abu Hussein, said that the court's decision was so close to the Israeli government's position that the state's lawyers could have written it themselves, according to The Jerusalem Post.
The U.K.'s Guardian newspaper reported that Corrie was with a group of international activists acting as human shields against the demolition of Palestinian houses.
"She was standing on top of a pile of earth," fellow activist and eyewitness Richard Purssell, from Brighton, U.K., said at the time, according to the Guardian. "The driver cannot have failed to see her. As the blade pushed the pile, the earth rose up. Rachel slid down the pile. It looks as if her foot got caught. The driver didn't slow down; he just ran over her. Then he reversed the bulldozer back over her again."
Few Israelis showed much sympathy for Corrie's death, which took place at the height of the uprising in which thousands of Palestinians were killed and hundreds of Israelis died in suicide bombings.

In Clash of the Cultures, Bogle closes with this simple list of 10 things that individual investors need to learn in order to balance the quest for instant profit (speculation) with the need for stability and long-term performance (investment).
- Remember reversion to the mean. What goes up must come down, so be careful of fad sectors and crowded trades.
- Time is your friend, impulse is your enemy. As Einstein said, ?compound interest is the most powerful force in the universe.?
- Buy right and hold tight. Short-term volatility scares many folks out of good trades. Don?t fall victim to the headline-watching that results in a rash investment decision.

- Minimize the ?croupier?s? take. That?s the dealer in Vegas, for those unfamiliar with the term. There always is a way for the casino (or Wall Street) to get paid, so make sure someone else is subsidizing the game and not you.
- There?s no escaping risk. Simple but true. There are no such things as ?no-risk? investments. Just minimize it where you can.
- Beware of fighting the last war. Investments that worked well in the past might fail miserably in the future. Sticking to your guns means never gaining ground.
- Hedgehog beats the fox. Be defensive first. A predator is fine if it?s at the top of the food chain, but rather than strive for that status, investors should simply do their best not to get eaten.
- Stay the course. The secret to investing is there is no secret. Don?t flail around looking for answers when there is no foolproof strategy.
Allan S. Roth, the founder of Wealth Logic, recently recapped these rules in a column on CBS MoneyWatch and capped his list with this note:
?Bogle?s book raised some concerns for me over the future of this great clash of the cultures, yet it also left me with hope. One reason is he notes that index funds represented only 3 percent of equity assets 20 years ago compared with 28 percent today. And though Jack Bogle will never be able to convince most financial professionals of their disservice to clients, he appears to be having success persuading an increasing number of investors to keep away from the fox.?

Tea Party pushes for change at convention
The Republican National Convention will be shortened one day by bad weather, but activists from the conservative Tea Party movement heralded advancing Tropical Storm Isaac as a timely symbol of big changes ahead after November's election.
"We are looking at a hurricane here in Florida," said Michele Bachmann, a Tea Party founder and conservative member of the House of Representatives, late Sunday to a rally Christian conservatives and Tea Party faithful on the margins of the convention.
"We're looking at a political hurricane," she said in a speech electrifying her supporters. "We're looking at a spiritual hurricane," she said, further whipping up the crowd.
The Tea Party -- a powerful Republican faction responsible in large part for the return of the House of Representatives to Republican control in 2010 -- is to play a relatively small role at this week's convention, which has been curtailed from a four-day gathering to just three here in the Gulf Coast city of Tampa.
But they made a show of force at the afternoon and evening of rallies and prayer meetings Sunday at a local mega-church -- an event meant to rouse the support of this most conservative of the Republican party's faithful.
"It's time for each of us to show up and suit up and stand up," Bachmann exhorted the crowd, to thunderous applause.
The meeting here, several miles away from the official Republican convention events downtown, provided a needed outlet for conservatives who have always been lukewarm toward former Massachusetts Governor Mitt Romney, who this week will formally named the party's presidential nominee.
The pre-convention gathering at The River at Tampa Bay Church, which was billed as a "unity rally," gave conservatives a chance to celebrate their considerable clout in the Republican party after scarcely three years' existence.
At a different forum earlier Sunday however, another Tea Party favorite was in a far less conciliatory mood.
Texas Congressman Ron Paul, a perennial presidential contender, including his failed bid earlier this year, led a rally of devoted followers Sunday, in sounding almost defiant as he exhorted his followers to continue to press for greater change from within the party.
Paul, 77, who is leaving Congress at the end of this year, was not given a speaking role at this year's convention, despite being one of the Republicans' most prominent figures -- although he is to be celebrated with a video tribute on Tuesday.
"Believe me, we will get in the tent because we will become the tent eventually," he said.
"With the energy that we have, it seems to me they would be begging and pleading for us to come into the party," he said at a rally in a separate venue that preceded Tea Party rally.
Bachmann presidential ambitions fizzled out earlier this year, as did those of another speaker at Sunday's event -- former pizza business executive Herman Cain.
Bachmann faltered over a series of of gaffes and missteps, while Cain's candidacy unraveled largely because of a sex scandal and the perception that his campaign was driven by little more than his "9-9-9" tax reform program that he recited so often it became a subject of parody.
Both however remain beloved figures among conservative Republicans.
Of the roughly 2,000 people in attendance was Steve Haller, who said he drove all the way from Louisiana to be attend the Tea Party event, who said he hoped it would bring the various disparate factions of the party together.
"I expect unity from this night's event this is about bringing everyone together," he said, adding that the party's various factions needed to come coalesce around Romney's candidacy to ensure Democratic President Barack Obama's defeat this fall.
His aim is to bring the US down to its knees. I don't want that," he said.
"I'm not against Obama, I'm for America. Obama's the one who's against America," said Haller.
Under a red, white and blue umbrella, Maryann Kempf also said the Tea Party's message lined up with her own beliefs and said it played an essential role in Republican politics.
"Conservatism needs to rule the day to get this country back on track," she said.
The Tea Party is a constant reminder of conservatism and the need to stop spending," she said.

NASA and NOAA satellites continue to provide detailed information on Hurricane Isaac as the storm bears down on the U.S. Gulf coast. NASA's TRMM and Terra satellites captured imagery, and NOAA's GOES-13 satellite provided animations of Isaac's march toward the coast today, Aug. 28.
Residents along the northern Gulf coast are bracing for the arrival of Isaac, which was recently upgraded to a hurricane by the National Hurricane Center as of 1:00 p.m. CDT. At that time, the center of Isaac was located about 55 miles (~85 km) south-southeast of the Mississippi and was moving northwest at 10 mph and was nearing southeastern coast of Louisiana.
After crossing the southwestern tip of Haiti during the early morning hours of the 25th of August, Isaac paralleled the northern coast of Cuba the following day and moved through the Florida Straits with the center passing about 40 miles (~65 km) south of Key West, Florida on the afternoon of the 26th. All the while, Isaac remained a tropical storm despite passing over warm water. As it entered the southeastern Gulf of Mexico on the afternoon of August 26th, Isaac seemed poised to intensify with plenty of over warm Gulf water ahead and relatively low wind shear. However, even as Isaac moved northwest through this favorable environment into the central Gulf of Mexico, it was slow to intensify, becoming a stronger tropical storm but not a hurricane until just before landfall. Several factors seemed to inhibit Isaac's intensification. Being a large storm, Isaac's wind field is spread over a large area, making it less responsive to changes in central pressure. Also, dry air intrusions hindered the development of an inner core. The lack of an inner core was the main reason Isaac failed to really intensify.
TRMM captured an image of Isaac on August 28 at 4:01 UTC (12:01 a.m. EDT) as it was approaching the northern Gulf coast. The image was TRMM shows a broad area of moderate (shown in green) to heavy rain (shown in red) wrapping around the southwestern side of the storm with only moderate to light rain (shown in blue) on the opposite side and no heavy rain near the center. The cloud shield (shown in white) is also well pronounced in the southwestern half of Isaac but inhibited along the northern edge. At the time of this image Isaac was a strong tropical storm with sustained winds of 60 knots (~70 mph). Because of its large size, Isaac stills poses a threat for storm surge and it's expected slower movement over Louisiana brings the risk of flooding.

A large band of showers and thunderstorms stretched from the Carolinas, west over Georgia, Alabama, Mississippi, Florida and into Louisiana, wrapping into Isaac's center of circulation when it was centered about 100 miles south of the mouth of the Mississippi River.
On Aug. 28 at 2 p.m. EDT, Hurricane Isaac's maximum sustained winds were near 75 mph (120 kmh). Isaac is a category one hurricane on the Saffir-Simpson scale. It was centered about 55 miles (85 km) south-southeast of the mouth of the Mississippi River near latitude 28.4 north and longitude 88.7 west. Isaac is moving toward the northwest near 10 mph (17 kmh). The National Hurricane Center expects Hurricane Isaac should reach the coastline of southeastern Louisiana as early as this evening.
At 2 p.m. EDT, the National Hurricane Center noted that tropical-storm-force winds were occurring at the mouth of the Mississippi river. That's where a NOAA observing site located at Southwest Pass, Louisiana reported sustained winds of 60 mph (93 kmh) and a gust to 76 mph (122 kmh) at an elevation of 80 feet. China Shenhua profit up 17 percent on coal demand
BEIJING (AP) ? China Shenhua Energy Co., the country's biggest coal producer, says its first-half profit rose 17 percent on strong sales despite a weakening economy.
China Shenhua said it earned 26.7 billion yuan ($4.2 billion), or 1.34 yuan (21 U.S. cents) per share, in the six months ending June 30, up from 22.8 billion yuan ($3.6 billion) a year earlier. Revenue rose 20 percent to 121.5 billion yuan ($19.3 billion).
Shenhua's strong results came despite a slowdown in China's rapid economic expansion that saw growth fall to a three-year low in the second quarter. Slack global growth also pushed down coal prices.
The company also operates five railways for coal transportation.
Shenhua said it expects "significant growth" in coal demand if a Chinese economic recovery takes hold as expected in the second half of the year. It said sales also should be helped by relatively low coal prices and diminished use of hydropower by utility companies once the rainy season ends.
"The macroeconomic improvement will be beneficial for the recovery of energy demand for coal and other fundamental energy resources," the company's board of directors said in a statement.

Nigeria in back-channel talks with Islamists: official
Nigeria's government has reached out to members of Islamist militant group Boko Haram through back-channel talks in a bid to end an insurgency that has killed hundreds, the president's spokesman said Sunday.
"The form of the dialogue is that backroom channels are being used to reach across with the sole objective of understanding what exactly the grievances of these persons are, what exactly can be done to resolve the crises," Reuben Abati told journalists.
He said the effort was being made "in the overall best interest of ensuring peace and stability in Nigeria and the security of life and property."
Abati's comments were the first official government confirmation of back-channel talks with the Islamists, though the information minister has previously signaled some form of dialogue was underway.
They also came on the one-year anniversary of a suicide attack on UN headquarters in the capital Abuja, which killed at least 25 people and marked a sharp escalation in Boko Haram's insurgency.
What is believed to be the main branch of Boko Haram has however repeatedly ruled out dialogue, though the group is believed to have a number of factions with differing aims -- something Abati also spoke about.
Boko Haram is accused of killing more than 1,400 people in northern and central Nigeria since 2010.
The group has continually widened its targets, moving from assassinations to increasingly sophisticated bombings. Boko Haram members are believed to have received training from Al-Qaeda in the Islamic Maghreb in northern Mali.
While Muslims have often been its victims, it has recently specifically targeted churches, and President Goodluck Jonathan has accused the group of seeking to incite a religious crisis in a country roughly divided between a mainly Muslim north and predominately Christian south.
The group has pressed for the creation of an Islamic state in Africa's most populous country and biggest oil producer, though its demands have repeatedly shifted.
A previous attempt at dialogue earlier this year collapsed when a mediator quit over leaks to the media and a purported Boko Haram spokesman said the government could not be trusted.
Nigeria's recently appointed National Security Adviser Sambo Dasuki, a prominent figure in the country's north, has spoken of dialogue through local institutions, including religious leaders.
Heavy-handed military raids have so far failed to stop the Islamist attacks, and in some cases have provoked anger and fear among the civilian population, with the army accused of major abuses.
Abati said the president intended to employ other options in addition to the use of the military and police.
Describing the strategy, he said, "there would be leaders in these communities, in these villages, in these towns, who may have an idea and such persons needed to be carried along to assist in addressing the Boko Haram issue.
"When government adopts this approach, it does not mean government is abdicating its responsibility to ensure that persons who go against the law are sanctioned."

Heart separation device improves three year outcomes in heart failure patients
ScienceDaily (Aug. 25, 2012) ? A novel non-invasive device which separates healthy and damaged heart muscle and restores ventricle function improves 3 year outcomes in patients with ischemic heart failure, according to research presented at the ESC Congress 2012.
The findings were presented by Professor William T. Abraham at an ESC press conference on 25 August and by Dr Marco Costa at an ESC Congress scientific session on 27 August.
Heart failure is a common, debilitating, and potentially deadly condition in which the heart is unable to supply sufficient blood flow to meet the needs of the body. Symptoms of heart failure negatively impact quality of life and include shortness of breath, persistent coughing or wheezing, buildup of excess fluid in body tissues (edema), fatigue, lack of appetite or nausea, impaired thinking, and increased heart rate. More than 20 million people around the world are affected.
Many heart attack survivors experience enlargement of the heart, causing a decrease in cardiac output that results in heart failure symptoms such as fatigue and shortness of breath. The healthy portion of the heart not affected by the heart attack has to compensate for the loss in output and becomes overloaded over time. Current treatment options for patients whose hearts have enlarged are limited.
The Parachute Ventricular Partitioning Device is the first minimally invasive treatment for patients with heart failure caused by damage to the heart muscle following a heart attack. The Parachute device is implanted in the left ventricle through a small catheter inserted in the femoral artery.
"The device creates a barrier between the non-functioning, damaged segment of heart muscle and the healthy, functional segment of heart muscle," said Dr Costa. "This decreases the overall volume of the left ventricle chamber and restores its optimal geometry and function. The procedure is performed in the catheterization laboratory under conscious sedation."
Two-year clinical data presented at the EuroPCR conference earlier this year demonstrated improved overall cardiac function and quality of life for patients treated with the Parachute device.
The current study included 31patients treated in the US and Europe with the Parachute system. The New York Heart Association (NYHA) Functional Classification of 1 (mildest) to 4 (most severe) was used to define the severity of heart failure at 1, 2 and 3 years after treatment.
The average NYHA class at baseline was 2.6. This improved to 1.6 (p<0.001) at 1 year, 1.9 (p<0.01) at 2 years and 1.8 (p<0.0001) at 3 years post treatment. Dr Costa said: "This shows that the severity of heart failure maintained its improvement over time after treatment with the Parachute device."
The proportion of patients who were hospitalized due to worsening heart failure increased from 29.7% at 2 years to 33.2% at 3 years after treatment. "This small increase could be because the Parachute is specifically targeting the structural heart problem by excluding the scar caused from a heart attack which initiated the negative ventricle remodeling," said Dr Costa.
The low cardiac death rate of 6.5% at 2 years remained unchanged at 3 years. "This suggests that percutaneous ventricle restoration with the Parachute system results in a plateau of the progression of heart failure in these patients," said Dr Costa. "These outcomes compare favorably with current medical therapy in a similar high-risk patient population."
"These results are compelling," said Professor Abraham. "The sustained improvements in functional capacity and plateauing effect seen in outcomes three years after treatment with the Parachute device are particularly encouraging, showing that we may be able to slow the progression of heart failure -- a very exciting prospect."
"We were already very excited about the two-year clinical data presented at the EuroPCR conference earlier this year," said Dr Costa. "Our three-year results in this high-risk population reinforce our initial enthusiasm and fuel our motivation to start a large randomized trial later this year."
Dr Costa concluded: "In these two first-in-man studies we have shown that the Parachute device is safe and leads to sustained improvements in symptoms, heart function, and clinical outcomes over three years. This points to a potentially historical turning point in the treatment of heart failure caused by a heart attack."

South Sudan denies abuses cited by HRW in Jonglei report
JUBA (Reuters) - The head of a South Sudan disarmament campaign dismissed a Human Rights Watch (HRW) report saying soldiers had raped, beaten, tortured and killed civilians during the campaign in Jonglei, the country's largest state.
South Sudan seceded from Sudan a year ago under a 2005 peace deal and is awash with firearms after a decades-long civil war with Khartoum that killed an estimated two million people.
Run mostly by former guerilla fighters, South Sudan's nascent government has struggled to assert control over its vast and restive territories since declaring independence.
HRW, citing local officials, victims and witnesses, said soldiers in the national Sudan People's Liberation Army (SPLA), have committed the abuses since the disarmament campaign began in March, particularly in the eastern state's Pibor county.
The group urged the newly independent nation to investigate and punish those responsible.
Kuol Dim Kuol, head of the campaign in Jonglei, rejected the report and said the operation had succeeded in collecting thousands of guns.
"I believe those reports are not realistic," he told Reuters by phone from Jonglei.
The SPLA had mechanisms in place to hold unruly soldiers responsible, he said. "As I am talking to you now, I have about 30 SPLA who have been dismissed" because of abuses, he said.
South Sudan launched the campaign in Jonglei in response to a series of inter-communal and retaliatory attacks which began before independence and have killed thousands of people.
"In Pibor we documented cases of abuse by disarmament forces, particularly torture - torture in the form of soldiers dipping people's heads into water with the objective of extracting information about the location of weapons," HRW research fellow Elizabeth Ashamu told Reuters.
She said HRW had recorded beatings and killings as well as interviewing a victim of rape. A U.N. report issued this week said monitoring teams reported a dozen alleged cases of rape during the campaign in Jonglei.
A severe lack of infrastructure in Jonglei has hampered efforts by the government and relief agencies to assist tens of thousands of civilians made homeless by ethnic clashes.
South Sudan voted overwhelmingly for independence from Sudan in a 2011 referendum promised under the peace deal that ended the civil war. The two states are still negotiating issues including border security and disputed territories, and the two armies have clashed in border states since secession.
