Stopping a motor vehicle IS a Seizure under the 4th Amendment. The USC has stated time and again that the "Touchstone of the 4th AM is reasonableness"
Since most traffic stops are treated as what is known as A Terry stop, from Terry v. Ohio, only a "reasonable suspicion" an offense was committed, is being committed or will be committed is justification do stop you.
Without knowing what facts the officer can (did) articulate in his mind, the answer is unknown.
